Helping Bethel Island and Oakley Thrive!
Community Leader Wastewater Professional
Hello and welcome to my campaign website. I‘m excited to have the opportunity to continue serving our community by seeking re-election to Ironhouse's Board of Directors. I want to help Bethel Island and Oakley thrive!
I am a collaborator, problem solver and trusted steward of public funds. Good governance is not just a slogan to me. Working in the wastewater industry since moving to Oakley in 2009, I am passionate about providing innovative wastewater resource recovery services which support healthy communities while also protecting the environment.
I hope to earn your vote to be your wastewater representative to help address challenges and secure opportunities over the next four years.
Angela Lowrey, Ironhouse Director 2020 - Current
The San Francisco Bay Area has been my home for nearly three decades. After obtaining my Masters Degree at the London School of Economics, I moved to Oakley in 2009 after securing a job at California's (then) largest industrial recycled water facility. I am passionate about protecting the environment, supporting veterans and seniors, and finding opportunities for business-education alliances to help engage youth in their futures. I am actively fundraising for our new Oakley Library and Community Center. I believe in full government transparency for those we serve - YOU, the customer.
I am recognized for my commitment to East Contra Costa County as a leader through service clubs, committees, fundraisers, and helping neighbors. I am a graduate of the Oakley Leadership Academy and a Past-President of the Kiwanis Club of Oakley.
With my award-winning 14 year professional wastewater career, I know firsthand the social, environmental and economic value wastewater resource recovery services provide to Bethel Island and Oakley. I'm currently working for a Bay Area public agency which provides drinking water, green power and wastewater management services.
It has been a privilege to serve on the Ironhouse Board these past four years. With 47,000 residents in the City of Oakley and unincorporated Bethel Island, my Board colleagues and I have worked collaboratively on policy, overseeing budget and providing strategic direction such as the agency's Biosolids Master Plan and current five-year Strategic Plan.
Wastewater resource recovery services is a 24/7/365 business which will "never go out of business". Decisions we make at the dais today impact a generation of customers who are not even born yet. Long-term planning, fiscally-responsible decision making and strict adherence to our NPDES permit guidelines are essential to ensure uninterrupted pollution prevention services to those we serve. One of the most highly regulated industries in our nation, there is still much work I would like to support over the coming four years as our community continues to grow. Some examples include: helping create the Wastewater Treatment Master Plan, a Strategic Staffing Plan and a Cost of Service Study. The agency also needs a new Strategic Plan starting in July 2027.
Continued fiscal excellence, including a new equitable rate study.
Maintaining and upgrading assets to meet the needs of our growing community.
Supporting "One Water" partnerships to maximize the use of Ironhouse's recycled water. Continue to protect our precious Sacramento-San Joaquin Delta by exploring alternative water sources.
Securing a transparent and inclusive land use initiative which is economically beneficial to ratepayers and honors the environment.
Championing legislation which provides clean water funding while addressing challenges such as Per- and polyfluoroalkyl substances (PFAS).
Ironhouse Sanitary District is a special district serving customers in unincorporated Bethel Island and the City of Oakley. Special districts are local government agencies which deliver specialized services. Ironhouse supports and maintains sewer collection services, operates a state-of-the art recycled water facility and oversees the operations on Jersey Island.
Established in 1945, Ironhouse currently serves 47,000 residents and businesses. This equates to more than 15,000 connections.
Ironhouse’s dedicated staff maintains 31 pump stations, 127 miles of sewer pipes, and wastewater infrastructure which safely conveys wastewater from residential homes, local parks, businesses, schools, other government agencies and organizations within the agency's service area.
